In its twenty-second edition, the ENAV – National Meeting of Naval Engineering Students is an event for students and professionals in the sector that will take place from 21 to 25 August in Joinville – Santa Catarina.

Agriculture minister Carlos Fávaro says that the production of inputs should be treated as a matter of national sovereignty
The Minister of Agriculture, Livestock and Supply, Carlos Fávaro, has guaranteed that the strategies for the National Fertiliser Plan will come to fruition this year. The project is the responsibility of the Ministry’s National Fertiliser Council Secretariat. “It’s already underway. We’ve already had meetings in this regard. There are actions in all areas”.
Together with the vice-president and Minister of Development, Industry, Trade and Services, Geraldo Alckmin, the Minister of Agriculture wants to make Brazil “less dependent on the international market”.
“At this time of globalisation, Brazil has seen how we have to treat fertilisers as something of national sovereignty,” he stressed. “How are we going to think about producing without having fertilisers?” the minister criticised.
Brazil only produces 15% of its fertiliser demand. Carlos Fávaro recalled that the warning came after the Covid-19 pandemic and a war between Russia and Ukraine, the world’s two major suppliers of fertiliser.
The minister also pointed out that for the project to succeed, it is important to reduce the price of natural gas. “It’s the most expensive natural gas in the world, which makes domestic industry less competitive. It’s been tightening up. For example, we need to produce more fertilisers and why are we closing down? Because natural gas is among the most expensive in the world,” he concluded.

The ZR News programme, which traditionally focuses on the port sector every Thursday, with a focus on the Port of Santos, discussed issues that will be on the agenda at the 2023 edition of the Santos Export Forum, which will be held on 8 and 9 May. The paths of the Santos port complex, concessions and access issues were discussed in the programme broadcast on Santa Cecília FM radio (107.7).
Ricardo Molitzas, chairman of the Santos Export Board and executive director of the São Paulo State Port Operators’ Union (Sopesp) said that some of the agendas had already been brought up during the first meeting of the Santos Export Board, held last Tuesday (7).
“The councillors created a good problem. This first meeting resulted in 18 topics for us to discuss. More specifically, we discussed privatisation (of the Port Authority that manages the Port of Santos), which will no longer happen under the previous model. The question of accesses, because the Port depends a lot on the development of accesses. The question of the Anchieta-Imigrantes system. The railways have already been more or less resolved with the Fips (Port of Santos Internal Railway),” he said.
For Marcelo Sammarco, lawyer and chairman of the board of Southeast Export, this year’s edition of Santos Export promises a lot in terms of issues involving the Santos docks, from investments to concessions.
“Santos Export plays a fundamental role in discussions about the port. We already know that privatisation is out of the question in the government’s strategy, but this whole process has brought a huge learning curve that cannot be ignored. The efficiency and competitiveness of the Port of Santos depends a lot on the issue of access. Dredging, beacons, all of this could be part of a package of future concessions. And there’s a factor that brings a special sauce to the event, such as the Government of São Paulo, with Governor Tarcísio and all his knowledge of logistics and infrastructure and a watchful eye on the Port of Santos. We have a Parliamentary Front being built at state and federal level. It’s a very favourable moment,” he said.
Many of the issues relating to projects and investments in the Port of Santos are discussed in dialogue with the federal government, as it is a federal public authority. However, certain issues will have to be discussed with other authorities.
“It’s true that there is a need to discuss access investments with the federal government, but road access is a matter for the state government. The issue has already reached Governor Tarcísio that road access has to be prioritised. We are at a strategic moment to start the process now, so that it can possibly be concluded at the exact moment when the Anchieta-Imigrantes System, in its current configuration, is reaching its capacity and starting to cause logistical problems,” analysed BE News editorial director Leopoldo Figueiredo.
Other topics
Other issues discussed in the programme were the postponement by the Federal Court of Auditors (TCU) of the trial on the privatisation of the Port of Santos. It is expected that the issue will return to the court’s agenda next week.
“Regardless of the federal government’s stance, this is the TCU’s role. It received the process and now it’s going to finalise it,” commented Leopoldo.
Another topic discussed was the official announcement of the change of name of Companhia Docas do Espírito Santo (Codesa), which since last week has been called VPorts.
“This branding strategy was expected when we took over the port concession, as well as the internationalisation of the brand. This makes perfect sense, because the private sector wants to attract investment from private capital and this is often found on the international market,” said Sammarco.

The initiative was announced during Hydrogen Opportunities in Brazil in London
The Port of Suape, in Pernambuco, has signed a partnership with the UK government to encourage research and production of green hydrogen. The binational endeavour was announced last Thursday (9), during Hydrogen Opportunities in Brazil, held in London, the English capital.
The event, organised by the Brazilian Embassy in the UK in conjunction with the host government, was attended by Senai from Pernambuco and Bahia, as well as four national ports: Pecém (CE), Açu (RJ), Rio Grande (RS) and Suape, which has an advanced agenda for projects to produce the fuel of the future. All the complexes were honoured by the action.
Suape’s CEO, Marcio Guiot, and the company’s Environment and Sustainability Director, Carlos Cavalcanti, represented the Pernambuco state-owned company at the London event and presented Suape’s strategic potential and the H2V projects underway and planned at the complex to an audience made up of entrepreneurs from the renewable energy sector and researchers in the field.
“The event is of great importance to Suape. Based on this agenda, we will create a specific group to review our strategy. We need to map opportunities throughout the H2V value chain and establish partnerships with renewable energy research centres, such as those in the cities of Aberdeen (Scotland) and Sheffield (England),” explained Marcio Guiot.
THE PARTNERSHIP
The direct connection between a British port and the Suape Complex to strengthen projects focused on green hydrogen research and production was seen by those present as “of great importance”, because it promotes the continuous exchange of information and technology on the subject for both countries.
The Senai Innovation Institute (ISI) was represented by director André Luiz Pierre Mattei and Senai Cimatec by executive manager José Luís Gonçalves de Almeida.
The event was supported by the Brazil UK Chamber of Commerce, Lide United Kingdom, Santander and REA (Renewable Energy and Clean Technology Association).

The First Laboratory-Workshop “Dialogue for the development and integration of South American river transport” brought together international experts in Rosario
The initiative of the Argentine River Transport Meeting in its seventeenth edition took place on Monday 24 April, with the participation of important exhibitors from the region’s river-sea transport sector.
The First Laboratory-Workshop “Dialogue for the development and integration of South American river transport” was held last Monday at the New Rosario River Terminal, which belongs to ENAPRO. The event was part of the 17th Argentine River Transport Meeting “Challenges for development” and was attended by the region’s leading experts in port and maritime infrastructure and economics.
The workshop was held in a hybrid format, with live streaming on the channels of the Argentine River Transport Meeting, and was attended by the following experts:

The importance of this meeting lies in the need to establish strategic and coordinated planning for river transport in the region. The development of infrastructure and the integration of the different river transport systems are essential for economic growth and the exploitation of the natural resources of the South American countries. The participation of international experts in the workshop enriched the debate and opened up new perspectives for the development of the sector.
A new Forum was also announced during the event, with the aim of facilitating dialogue and initiatives from all the sectors that promote integration, and which in 2024 will bring together the most important leaders from Argentina, Brazil, Uruguay, Bolivia, Paraguay and Peru and the region’s main multilateral organisations in Montevideo.
To sum up, the 1st Laboratory-Workshop “Dialogue for the development and integration of South American river transport” was an important step in the search for solutions to the challenges of river transport in the region. The creation of coordinated policies and the promotion of investment in infrastructure are essential to harnessing the economic and social potential offered by river and maritime transport.

In July 2023, London will be the international seat of maritime law
The XXIV International Maritime Law Congress IIDM 2023 will take place in London, United Kingdom, from 12 to 14 July, at the International Maritime Organisation.
This Congress is organised by the Ibero-American Institute of Maritime Law (IIDM) and has the institutional support of the Guatemalan National Ports Commission and the Guatemalan Embassy in the United Kingdom. Its aim is to strengthen – from an international legal perspective – the relationship of maritime trade between nations and legal and jurisdictional systems, addressing specific issues according to the expertise of recognised professionals, sharing experiences and achieving the fulfilment of the Institute’s purposes.
From 19 April to 21 June, and as a prelude to the event in London, the Congress organisers are running a series of webinars via the Zoom platform, which can be accessed free of charge. During the months of May and June, four working groups will be held on the following topics: maritime arbitration, maritime insurance and P&I Clubs, seaports and competitiveness, maritime law education and international conventions.
The academic programme, which will take place between 12 and 14 July, will include keynote speeches and four working tables, which will continue to expand on the topics covered in the virtual forum.

Poli project aims to increase productivity in port areas and help the environment
The two issues are not antagonistic, they are synergistic, says Professor Daniel Mota
Port areas are extremely important for all sectors: from trade to employment. Given this importance, the project Dynamic Monitoring of Ship Loading and Unloading in Real Time for Productivity Gain and Particulate Reduction, supported by CNPq (National Council for Scientific and Technological Development), seeks to help solve the problems surrounding ports.
“The idea was to bring factory techniques to the port, to the ship. We’re always concerned with the efficiency of systems, in other words, how can we reduce waste, improve productivity, in other words, produce more with less? This is the great motto of production engineering,” says Professor Daniel Mota from the Department of Production Engineering at USP’s Polytechnic School (Poli) and coordinator of the project.
Process
The focus of the project is to gain efficiency in port activity and the methods used for this are technological and in the field of artificial intelligence. “We’re going to monitor and film these ships and the data collected by the camera will be processed by neural networks and algorithms so that we can extract information about productivity from these ships,” explains the expert.
Mota adds: “One part of the project is processing the image and the other part is transmitting that image.” In order to improve and analyse the use of the projected tools, Poli has an agreement that allows the models to be tested in Latin America’s largest port complex, the Port of Santos.
Environmental issue

During the loading and unloading process, ships can leave behind some particulates, i.e. parts of what they are transporting such as soya beans, corn or oil. This is detrimental both to transport efficiency and to the environment that receives them. “When we were piloting this algorithm, the conceptual model, in other words, what we expect from this mathematical model, our director Rui Carlos Botter had an insight. He raised the issue of the camera that films ships also being able to identify particulates. We consulted academics to see if it was possible to collect this information and, to our surprise, this computer vision technology is very advanced. In this way, we added productivity gains and a reduction in particulates,” says the professor.
“We ended up taking the project to this side where there are both productivity gains and sustainability-related treatment. Sustainability should be dealt with from the point of view of process improvement: if the process is better treated, it will bring sustainability gains, because it will be faster, waste less fuel and contaminate the environment less,” says Mota. “The two things are not antagonistic, they must work together synergistically,” he adds.
Ongoing
The project is still in its initial phase, with funding from CNPq still being withheld. However, the specialist guarantees that the “human resources” are in place: “We are working on a more conceptual part, but the teams are already working in Porto, analysing the site. In terms of ‘human resources’ we are in full swing.”
Publicity is also a fundamental and obligatory part of the project. There are still places open for master’s and doctoral students, but undergraduate places are already sold out. “Those who are interested in artificial intelligence, port and production engineering and think that these things don’t talk to each other, I’m here to convince them otherwise,” says the professor.
